Note on the use of language in the Emergency Handbook
Persons covered by this Handbook
Following UNHCR’s policy, this Handbook uses the expression “forcibly displaced and stateless people” to refer to the people we are mandated to protect and assist. Users are reminded, however, that due to policy, ethical and pragmatic considerations we often seek to protect and assist population groups beyond those included in the expression above. They include, for instance, host communities, IDP and refugee returnees as well as populations generally affected by conflict and violence. Thus, unless established by the nature of the entry (such as in “Resettlement and complementary pathways”), and according to context, users need to be aware that entries may cover population groups beyond forcibly displaced and stateless people.
Inclusive language
This Handbook uses inclusive language. In languages other than English, some forms of masculine generic pronouns are used when other choices were not feasible. They must not be interpreted as introducing any kind of gender or similar bias.
