Visibility is crucial in all operations, especially emergency operations. Media covering a crisis will take photos and video and visible UNHCR logos highlight our presence and work on the ground. Visibility also helps top ensure the security of staff, vehicles and property. Except in specific contexts, all staff should wear some type of visibility item (a cap, vest, t-shirt or arm band) at all times so that UNHCR can be identified by refugees, the media, and the public.

Purpose

To ensure that UNHCR staff can be identified by persons of concern, host communities, and partners; in specific situations, to reinforce protection objectives.
To ensure that UNHCR's operations and presence on the ground are visible to donors and the media. For media coverage and fundraising, it is important to show that UNHCR is active on the ground.
Depending on context, wearing visibility material can increase staff safety. It signals clearly that you are a UNHCR (or UN) staff member. Always take the advice of field safety advisers when you decide whether visibility items should be worn or not.

Visibility items should be worn when you are working in emergency field operations, unless there are specific reasons (notably, security concerns) for not doing so.

Stickers, banners and flags can be placed on vehicles, cars, trucks and convoys, and on UNHCR compounds, offices, guesthouses and warehouses.

Visibility clothing (caps, t-shirts, arm bands, or vests) should be worn by staff when they are working. It may not be appropriate to wear visibility items when you are off-duty; please use your judgement.

In some situations, humanitarian or UN workers may be targeted. In this case, the emergency manager may decide that staff should not wear clothing that visibly identifies them.
Persons may use visibility items to claim, falsely, that they are affiliated with UNHCR.
Visibility items may be used by persons who are not affiliated with UNHCR for purposes that are not related to the humanitarian response.

Visibility materials can be ordered on UNHCR's webshop (see ‘Links' below). Note that some items may not be immediately available.

Order items as soon as possible after the start of a new emergency. To meet the needs of new staff, visiting staff and dignitaries, and loss and damage, order more items than you need at once.
Delivery

Most items can be obtained in 1-2 weeks. They are dispatched by DHL to the country's Office.
If the full quantity ordered is not available, what is available will be sent at once; a new order must be made for the balance, when the item again becomes available online.

In exceptional circumstances, items may be procured or made locally. The manager of the visibility shop, ([email protected]) will supply the technical specifications (fabric, dimensions, etc.) and help with design to ensure branding compliance.

Address and contact name if the delivery is not made to the country's UNCHR Office. Non-UN/diplomatic addresses will undergo custom clearance/fees.
